Civil House appoints Régis Dudena as betting secretary

Lawyer Regis Anderson Dudena was appointed this Monday (22) as Secretary of Prizes and Bets of the Ministry of Finance. The appointment was published in the Official Gazette of the Union , by the Minister of State of the Civil House, Rui Costa dos Santos.

The Prizes and Betting Department was created at the end of January and has been without an official head since then. The department was headed by the deputy secretary, Simone Vicentini.

Regis Dudena has no experience in the gaming, betting and lottery sector, but has a long history in public law, regulation and infrastructure. He had previously worked with the current executive secretary of the Ministry of Finance, Dario Durigan.

The new secretary is expected to take office this Monday. Dudena will be responsible for publishing the nine other ordinances that are expected to be launched to regulate sports betting in Brazil.

Regis’ name had been expected by the sector since last week, when the secretary began meeting with the federal government.

Initially, it was expected that the position would be occupied by the then special secretary José Francisco Mansur, but he was dismissed after political pressure.

Experience

Regis Dudena had previously been part of the federal government, together with the executive secretary of the Ministry of Finance, Dario Durigan. Both were part of the Special Secretariat for Legal Affairs of the Civil House of the Presidency of the Republic during the administration of former president Dilma Rousseff.

The lawyer is a partner in a law firm based in Brasília and holds a PhD in Law from the Federal University of Minas Gerais (UFMG). Regis also worked as legal manager for the National Association of Rail Transporters (ANTF).

He holds a master’s degree in the “Erasmus Mundus: European Legal Practice” Program, from the Consortium between the Universities of Hannover and the Catholic University of Portugal, and a degree in Law from the University of São Paulo (USP).
