Legal framework for games is approved; Fantasy games are left out

The Senate approved the General Framework for Games, a bill that establishes the legal basis for the electronic games industry in Brazil . Now, Bill 2,796/2021 is subject to a new analysis by the Chamber of Deputies.
The goal of the framework was to “strengthen the film industry, develop new technologies applied to basic industries, consumer goods and health, develop the Creative Economy as a sustainable economic alternative and promote diversity, equity and inclusion, popular entertainment and innovative education”.
Sports betting and gambling were not included in the document: the new legal framework defines electronic games as computer programs that have graphic and audiovisual elements for entertainment, in which the user can influence the action and interact with the interface.

Fantasy Games were not included
Fantasy Games were expected to be included in the framework. However, part of the text states that “slot machines or other similar games of chance are not considered electronic games.”
Concept
Fantasy games are games where participants assemble fictional teams of professional athletes and compete based on the real performance of those athletes.
Senator Leila Barros’ report goes further and mentions that only games that have educational or therapeutic purposes will be included in the framework. In the case of Fantasy , according to the material, “they are defined as disputes in a virtual environment”, and therefore are excluded.
