Betting regulation is approved by the CAE and goes to the plenary

Bill 3,626, which deals with the regulation of sports betting, took another step towards approval this Wednesday (22).
The Senate Economic Affairs Committee (CAE) approved the bill after a report was presented by Senator Angelo Coronel, the rapporteur on the matter. The vote was led by Senator Vanderlan Cardoso, the committee chairman.
The discussion on the topic began last Tuesday (21) , but ended up being postponed after a request to view the report. The senators had until the 11th to consider the matter.
The report presented by Angelo Coronel brought some changes to the bill, such as reducing the tax charged to betting houses, from 18% to 12%.
The senator also reduced the tax charged to bettors from 30% to 15%, maintaining the exemption bracket of R$2,112.
Having already been approved by the Sports Committee (CEsp), the bill will now be submitted for consideration by the plenary of the Federal Senate. If the Senate approves changes to the text, the matter will have to be reviewed again by the Chamber of Deputies before being sanctioned.
Attempts to postpone
During the meeting this Wednesday, Senator Eduardo Girão presented a request to postpone the vote again.
The senator’s idea was that the vote in the CAE would only take place next week, allowing more time for the committee to analyze the report presented by Senator Angelo Coronel.
The CAE’s rapporteur for the regulation of betting, Angelo Coronel, presented a report in favor of the approval of the project and 22 other amendments on the eve of last Tuesday’s meeting. Because of this, the vote on the topic was postponed until today.
The request presented by Eduardo Girão was rejected after a symbolic vote, leading to voting on the matter.
The project was approved by the committee, with the exception of senators Damares, Carlos Portinho, Rogério Marinho and Eduardo Girão.
Online games
During the discussion, senators opposed to the bill criticized the inclusion of online games in the regulation of sports betting.
REMEMBER : The inclusion of the modality was made after the vote on the topic in the Chamber of Deputies , in September.
For Eduardo Girão, including online casinos in the legislation is a “trap”. “This project entered a very dangerous area, which is virtual gambling”, he said.
Senator Carlos Portinho even presented amendment no. 91 to remove online games from the text, which was rejected. He stated that the law does not clarify the mandatory nature of the operation of games in Brazil.
According to Angelo Coronel, the companies will be headquartered in Brazil after regulation, allowing regulatory bodies to control this activity.
