Senate may change taxes on bettors and bookmakers

It is almost certain that there will be changes to the taxation of sports betting during the consideration of bill 3.626 in the Senate . The senators who are reporting on the matter are already discussing changes and are seeking a middle ground with the Ministry of Finance.
The bill awaits a vote in the Economic Affairs Committee (CAE) and the Sports Committee (CESp) before moving to the plenary.
Senators Angelo Coronel and Romário, who are, respectively, rapporteurs in the two committees, intend to present a joint report with changes in taxes .
Angelo Coronel determines that the current rate of 18% for betting houses be lowered to 12%.
The government considers the level low and is evaluating a middle ground, around 15%, according to a report by Folha de São Paulo.
Meanwhile, Senator Jorge Kajuru, who calls himself the project’s rapporteur in the plenary, told O Globo that the tax will remain at 20% .
If there are changes to the text, the project will have to return to the Chamber of Deputies before being submitted for presidential approval.
Tax on the gambler
In an interview with O Globo, Senator Jorge Kajuru said that there will also be changes in taxation for gamblers.
According to Kajuru, he, Angelo Coronel and Romário will present the project report together in the Senate plenary.
“The three of us agreed to go against a point defended by the federal government. The Economy Minister’s project proposed that the tax would be collected from the bettor. We changed that,” he highlighted.
“ The bettor will only pay tax if he wins and the payment will be proportional to the profit he made. ”

He also points out that there should be a change in the granting period, from 3 to 5 years.
“Minister Fernando Haddad also agreed that the value of the license must be proportional to the size of the betting house. In other words, R$30 million will not be charged for all houses and websites. The smaller ones will have reduced taxes. The amounts will be for the five-year license period,” he told O Globo.
Voting forecast
Because it is being processed under an urgent regime, bill 3.626 will block the Senate’s agenda if it is not analyzed in the plenary by November 11. Kajuru expects the vote to take place on the 13th.
Before going to the plenary, the matter needs to be approved by the CAE and the CEsp. The expectation was that the votes would take place in the committees on the 7th and 8th, next week.
To date, the topics have not yet been included on the committees’ agenda.
